TERMS OF REFERENCE FOR ADMINISTRATIVE OFFICER

Objective

ECOWAS Regional Competition Authority (ERCA) intends to hire the services of an Administrative Officer to help with the activities relating to Administrative and procurement management at ERCA. The terms of reference outline the job functions, roles, responsibilities, of the Administrative officer. These TORs provide a clear framework for the Administrative officer to fulfill his/her responsibilities effectively and ensure the effective and efficient application of established ECOWAS Administrative and procurement management standards and procedures.

ROLE OVERVIEW

Under the guidance and direct supervision of the Executive Director ERCA, the incumbent will carry out the duties revolving around managing the administrative and procurement functions. s/he will ensure, initiate and implement best and effective practices in administrative and procurement functions.

ROLE AND RESPONSIBILITIES

  • Perform all procurement and contracting activities including pre-qualification, tender management, costs analyses, negotiation and preparation of contracts and monitors all aspects of the terms of the contract, if necessary, and obtains optimum value for money/best price and service;
  • Create documentation necessary for the acquisition of materials and supplies;
  • Coordinates the preparation and implementation of the work program and budget to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources;
  • Monitor and control budgetary allocations through regular reviews and provides effective monitoring reports and data thereby identifying deviations from plans and proposes corrective measures;
  • Develop clear goals that are consistent with agreed strategies; identifies priority and assignments, adjusts priorities as required, allocates appropriate amount of time and resources for completing work;
  • Provide performance advice to staff and management and foresees risks and allows for contingencies when planning, monitors and adjusts plans and actions as necessary in timely and efficient manner;
  • Produce reports for management;
  • Manages leases, rents, renovations, expansions and physical transformations to ERCA facilities;
  • Performs other duties within the scope, spirit and purpose of the job, as requested by the Executive Director.

.ACADEMIC QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in Business Administration, procurement Management, finance from a recognised University.
  • Five (5) years of progressively experience in procurement, administration, managing finance and budget operations is required;
  • Knowledge of financial regulations, administrative procedures, procurement Tender Code and staff regulations;
  • Knowledge and technical competence to consolidate financial statements for inclusion in financial statements to be audited, and ability to respond to internal/external audit observations;
  • In-depth practical knowledge of cash management practices, policies and procedures, and the ability to make appropriate recommendations to improve their accuracy, security timeliness and efficiency.
  • Knowledge and proficiency in the use of Enterprise Resource Management (ERM) system
  • Knowledge of Information technology systems
  • Experience in the use of the finance module on SAP ERP will be an added advantage

Responsibilities

The overall responsibility of the Administrative Officer is to carry out daily administrative and procurement functions to ensure compliance to the ECOWAS administrative/procurement standards.

Duration

The duration of the assignment is for an initial period of six months, renewable upon satisfactory performance and availability of funds.

Financing

The total remuneration package of the accountant is USD2,500 (two thousand Five hundred US dollars) monthly
