The ERCA intends to proceed with the Recruitment of a Consultant to serve as focal point for the Market study on Digital markets

  1. Background

Within the framework of the implementation of ECOWAS competition rules, the ECOWAS Regional Competition Authority (ERCA) is responsible, as stipulated by the Supplementary Act A/SA.2/12/08, in particular for:

– Monitoring commercial activities within the common market with a view to detecting practices likely to distort the proper functioning of the market or to harm the economic interests of consumers;

– Carrying out enquiries and investigations relating to the conduct of commercial activities in the common market, with a view to determining whether a business entity is engaging in commercial conduct in breach of the Community competition rules;

– Conducting studies and publishing reports and information on issues relating to companies’ market shares, demand for goods and services and price trends, in the context of the application of Community competition rules;

The effective conduct of these activities requires consistent and reliable information in order to monitor the free play of competition, assess the impact of anti-competitive practices on the regional market and consumer welfare.

The fast pace of the evolution of Digital markets globally requires a critical examinations of the impact on competition especially in our regional market. This makes it necessary to conduct  market study on digital markets for effective  monitoring of competition in ECOWAS region.

  1. Objectives

The aim of this work is to conduct market study on digital markets, working closely with the ERCA to coordinate all activities related to the study, including planning, communication and orientation of national stakeholders; – help develop a detailed methodology, including a data collection framework, analysis techniques, reporting plan; liaising with stakeholders, including national experts and national competition authorities; – ensuring adherence to the agreed methodology and deadlines; – monitoring progress and identifying any issues or risks that may impact on the study; – facilitating communication and collaboration between team members and preparing the regional synthesis report.

  1. Responsibilities

The responsibility of the focal point is to ensure compliance with the objectives and scope of the study, including the specific areas or topics to be covered, the targets and any limitations or constraints.

In particular, the focal point shall:

  • work closely with ERCA to coordinate all activities related to the study, including planning, communication and guidance of national stakeholders;
  • assist to develop a detailed methodology, including data collection templates, analysis technics, reporting outline and timelines;
  • liaise with stakeholders, including national experts, and national competition authorities;
  • ensure compliance with methodology agreed upon and timelines;
  • monitor progress and identify any issues or risks that may impact the study;
  • facilitate communication and collaboration among team members.
  1. Deliverable/Reporting
  • Data collection questionnaire;
  • Methodology;
  • Reporting outline;
  • Updates for stakeholders;
  • Regional synthesis report.
  1. Duration

The duration of the focal point assignments covers the duration of the study, from the preparatory meeting to the validation of the final regional synthesis report.

  1. Consultant’s Profile

The Consultant must have the following qualifications and experience:

  1. A post-graduate degree in economics, law, public policy or a related field.
  2. A minimum of five (5) years’ experience in competition policy, consumer protection, and regulatory reform.
  • Experience in the conduct of market study.
  1. Knowledge of international best practices and the ECOWAS provisions in competition and consumer protection, including experience in working with the national competition authorities.
  2. Excellent analytical and report writing skills, as well as strong communication skills.
  3. Submission of Proposals:

Interested candidates should submit a proposal that includes:

  1. A detailed CV and relevant qualifications of the resource person.
  2. A cover letter outlining the applicant’s interest for the assignment.

The deadline for submission of proposals is March 21, 2024.
