TITLE: Recruitment of a Market Analysis Expert for the processing of competition cases

As part of the implementation of the 2026 budget, the ECOWAS Regional Competition Authority (ERCA) intends to recruit a consultant to conduct Market Analysis for the processing of competition cases.
- Background
ECOWAS Regional Competition Authority (ERCA) has in the recent past received substantial number of notifications of mergers and acquisitions, as well as referrals relating to anti-competitive practices. However, the growing complexity of transactions and market structures require advanced technical expertise to ensure effective, analytical oversight in line with international best practices.
As part of efforts to strengthen the technical capacity of ECOWAS Regional Competition Authority (ERCA) and in line with the growing demands associated with the implementation of the Community competition framework, ERCA is seeking to recruit an Expert specialising in market analysis and merger review.
This support has become essential to ensure the rigour, effectiveness and credibility of the ERCA’s analyses, in accordance with the mandate set out in Supplementary Acts A/SA.01/12/08 and A/SA.02/12/08, as well as the subsidiary regulations adopted in December 2021.
This consultancy will address the need for need for expert market analysis in a timely manner to provide the necessary information that will provide the requisite guidance for the decisions of the Council
- Duties and Responsibilities
The main responsibilities of the Market Analysis expert are to:
- conduct in-depth market analyses and assessing the competitive impact
of mergers and acquisitions;
- assist with the investigation of cases relating to anti-competitive practices (cartels, abuse of a dominant position, price-fixing);
- align merger review procedures and market analyses with international standards;
- contribute to the development of technical tools: guidelines, investigation methodologies, procedural guides and monitoring mechanisms;
- strengthen Member States’ capacity in merger controland market analysis;
- participate in awareness-raising and advocacy activities for a harmonised application of the ECOWAS competition framework.
- Expected Deliverables
The Consultant shall be expected to:
- produce at least one (1) market analysis report per year;
- prepare at least four (4) merger and acquisition review reports per year relating to notifications received by ERCA.
- Qualifications and Experience
The Consultant must have the following qualifications and experience:
- A post-graduate degree in economics, statistics, social sciences, law, public policy or a related field.
- have at least ten (10) years’ experience in the area of market analysis have conducted similar assignment(s) for stakeholders in the ECOWAS region;
- have excellent analytical and report writing skills;
- be fluent (reading, speaking and writing) in at least one official ECOWAS language (English, French or Portuguese). Working knowledge (reading, speaking and writing) of at least one other language would be an asset.
- Duration
The work will be performed over a period of one (1) year renewable based on the need and availability of funds.
- Funding
The work will be funded from the ERCA budget. This will cover all related expenses, including the consultant’s fees, travel costs and other administrative expenses.
- Submission of Proposals
Interested candidates should submit a proposal that includes:
- A detailed CV and relevant qualifications of the resource person.
- A cover letter outlining the applicant’s interest for the assignment.
- Deadline for submission
The deadline for submission of proposals is 20 May 2026.
